I know what it looks like when the system is set up to make it harder for people to get help. That is exactly what this measure does. It caps what accident victims can recover, makes it harder to find a lawyer who will take your case, and locks it all into the constitution so it can't be fixed later. Uber's own earnings calls say this saves them money. That is who this is for.
